2025 Raters’ Camp: DepEd NCR Strengthens Teacher Quality Through PPST Mastery and Classroom Observation Excellence
School leaders and raters from DepEd NCR gathered to champion and deepen their understanding of the Philippine Professional Standards for Teachers (PPST) and how these standards are concretely demonstrated in classroom practice. This initiative is part of Priority 3: Capacitate School Heads and Teachers, and is one of the ways forward from the recently concluded Assessors’ Training for the implementation of Executive Order (EO) No. 174, s. 2022.
Recognizing the critical need for sustained technical assistance, DepEd NCR organized the Raters’ Camp to equip members of the Human Resource Merit Promotion and Selection Board (HRMPSB) and potential assessors with a clearer understanding of the observation process. The camp also reoriented raters on the proper conduct of classroom observations, with special focus on articulating observation notes and delivering precise ratings aligned with the Classroom Observation Tool (COT) rubrics.
When school leaders and raters are deeply familiar with the PPST and its classroom applications, they are in a stronger position to mentor and guide teachers effectively. This ensures that teachers receive accurate, constructive feedback that supports their professional growth and development. Ultimately, improving teacher quality leads to better teaching practices, which directly redound to higher learning outcomes.
Accurate and meaningful ratings play a pivotal role in recruitment, selection, and appointment processes, performance management, learning and development, promotion and reclassification, and the provision of technical assistance. As such, this program is not only a key investment in teacher development but also a step towards building a culture of excellence and encouraging communities of practice within the premier region.
